Sub: Enquiry for Design and fabrication of pavilion (255 Sqmtrs) at

VIBRANT GUJARAT SUMMIT 2015 from Jan 8-13th, 2015

Sir/ Ma’am,

We plan to set up a pavilion of 255 SqM area at the upcoming VIBRANT GUJARAT

SUMMIT 2015 (VG2015) to be held at Mahatma Mandir, Gandhinagar in Gujarat during

January 8-13th, 2015.

We would like to invite you for making a presentation for designing & fabricating of the

proposed pavilion at VG2015. The presentation is scheduled on Tuesday, December 2,

2015 at our Corporate Headquarters, Petroleum House, Mumbai. The time allocated for

your presentation will be communicated to you separately.

Kindly submit your Price Quotation /Offer separately for each of the options presented

(in a sealed envelope), covering the activities that will be undertaken, during the

presentation.

Through the Pavilion, we aim to showcase HPCL as a Forbes 2000, a Global Fortune

500 Oil Refining & Marketing company. The stall should be unique, innovative and

attractive and should portray a dynamic and forward-looking organization. The Pavilion

should also have interactive games or shows to make it more attractive.

Your presentation should include:

• Walk through a presentation for each of the stall options

• Detail view of each & every section of the stall

• Detail presentation & explanation of the unique/innovative feature proposed for

HPCL’s stall & the interactive games

Your presentation will be evaluated basis the following criteria:

• Infrastructure & Technical Capabilities

• Past Experience (Creative Capabilities in work done earlier, awards / outstanding

performance and List of Clientele)

• Creative Design options & ideas for HPCL Stall at VG2015

You are therefore requested to structure your presentation accordingly. The copy of the

exhibition layout plan is enclosed herewith. HPCL’s brief profile is available on

Payment Terms:

• 50% on handing over the stall to HPCL on January 7, 2015

• Balance 50% at the end of the Exhibition

Selection of Party:

1. A Committee comprising of representatives from different departments/divisions

of the Corporation will evaluate the agencies basis the above-mentioned criteria.

2. Agencies scoring 85% and above in the presentation, as per the aforementioned

evaluation will be technically qualified and quotations of only these technical

qualified agencies will be opened in the presence of representatives of the

shortlisted agencies.

3. The agency will be selected with 70% weightage on the Committee’s evaluation

plus 30% weightage on the Total Cost quoted.

The 30% weightage of the Total cost will be calculated using the formula LQC/QCA,

where LQC stands for Lowest Cost Quoted amongst the Shortlisted Agencies and QCA

for Quoted Cost by an Agency. For e.g.,

Party Cost Quoted Points Earned

A Rs 120 100/120 = 83

B Rs 100(LQC ) 100/100 = 100

C Rs 110 100/110 = 91

If Party A, B & C had technical scored 85, 90 & 95 respectively, the combined technical

& financial score will be as under

Party A : 85x0.70 + 83x 0.30 = 84.4 Points

Party B : 90x0.70 + 100x0.30 = 93 points

Party C : 95x0.70 + 91x 0.30 = 93.8 points (H1)
